1. Application-side config artifact references in the Domain Bundle.
2. Remote source resolvers and provenance rules.
3. Trust and pinning policy for repository-backed sources.
4. Merge policy for mixed local and remote sources.

Open Questions

1. Should application config be a top-level artifact list in cerebrum.md or a separate bundle file family?
2. Should modulator required evolve to a richer severity model in markdown, or remain binary while policy lives in runtime code?
3. Should substrate-definition artifact naming eventually move from cortices/ to a more generic path while preserving current compatibility during migration?

Authoritative-Docs Policy

Until v1 stabilization:

1. Reference pages are the source of truth.
2. Guide pages should explain authoring workflows and link to reference pages for contract details.
3. Contract changes should be recorded in reference pages before or alongside implementation changes.
